AI Chatbots Deliver ‘Unreliable and Biased’ Election Guidance, Claims Netherlands Regulator

AI assistants have been shown to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has stated, raising alarms about a potential threat to democratic processes just over a week before the country’s general election.

Study Shows Repeated Partiality in Chatbot Recommendations

The quartet of AI assistants tested by the authority “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the regulator explained in a analysis published ahead of the 29 October election.

In more than half of the cases, the AI recommended either the right-wing PVV of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Certain groups, such as the centre-right CDA, “are rarely ever cited”, despite the fact that the user’s input precisely aligns with the stances of these parties, the study indicated.

Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance

The deputy head of the data protection agency, the official Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that did not necessarily align with their ideological beliefs, she added.

“This immediately affects a cornerstone of democracy: the honesty of open and just votes,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and hard to confirm.”

Election Context and Party Dynamics

Netherlands citizens vote on October 29 in an electoral contest that will be keenly observed across the continent for the performance of the PVV.

The right-leaning group of Geert Wilders is leading the polls but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors still undecided.

All major parties have ruled out an alliance with the PVV, meaning the runner-up party is most likely to provide the next prime minister.

Inadvertent Prejudice Attributed to AI Operation

The authority emphasised that the AI systems were not intentionally prejudiced, and that their “noted flaws” are a consequence of the way AI chatbots operate.
